We are the California Bicycle Coalition, or CalBike. Advocating for a California where every community flourishes—equitable, inclusive, and prosperous, with bicycling as a joyful, health-enhancing thread connecting us all.
We convened experts from public health, transportation, research, advocacy, safety, industry, and government to take a clear-eyed look at a fast-changing landscape. We began our work with a simple starting point: e-bikes belong.
Public transit has a speed problem, and a simple bicycle can solve a surprising amount of it. In a sample of 10,000 Bay Area trips, biking to transit cut the average journey from 116 minutes to 76 minutes. That is 40 minutes saved, or a 52% faster trip. modemix.io/blog/1

E-bikes are helping Californians travel farther, replace car trips, and keep riding as they age. The problem is high-powered electric devices being marketed to families as legal e-bikes.
Proposition 45 begins with a diagnosis that is difficult to dispute: California has forgotten how to build, and useful infrastructure too often gets trapped in procedural thickets that raise costs without producing better outcomes.
AB 2168 is headed to the Senate Floor! This CalBike-sponsored bill would strengthen California’s Active Transportation Program, the state’s key funding source for safer streets, sidewalks, bikeways, Safe Routes to School projects, and better connections to transit.

California’s Active Transportation Program is one of the state’s most important tools for making streets safer. But the program is drowning in demand.
SB 1167 starts from a simple premise: legal e-bikes are bicycles, and California should protect their promise while drawing a clear line between e-bikes and high-speed electric motorcycles.

We have communities that need safer streets now. We have a state program, the ATP, designed to fund exactly those kinds of improvements. We have projects that are popular, necessary, and aligned with California’s stated goals on safety, climate, public health, and equity.

Yesterday at the Capitol, advocates from CalBike and across California showed up for safe streets, active transportation, and sensible e-bike policy.
Good news for everyone who wants California to get e-bike policy right: AB 1942 and AB 1557 have died in appropriations. Now the path is clearer for SB 1167, co-sponsored by CalBike, Streets For All, and SAFE, to protect legal e-bikes and bring honesty to the marketplace.
Some good news - Amazon is pulling high-speed electric motorbikes from its California marketplace after KCRA found products sold as “e-bikes” that could top 40 mph. A more honest marketplace protects consumers, protects legal e-bikes, and protects the movement we’re building.
