HART

Connects Residents
to Shelter and Services

Homeless Assistance Response Team (HART) helps secure appropriate shelter, housing, and supportive services for unsheltered residents. Founded in 2021, HART works across departments and levels of government to connect our unhoused neighbors with services and resources. They provide transportation to/from appointments, help replace official documents, link residents to housing opportunities, and more. HART meets with unsheltered residents one-on-one in order to best link each person with the services that suit them.

CARES

Provides Daily Medical and Behavioral Health Support

Community Alternative Response Emergency Services (CARES) provides proactive and responsive care for medical, behavioral, and survival needs. Since June 1, CARES has responded to 46 911 calls at the Pig’s Eye Encampment since June 1, including calls for medical assessment, trauma and behavioral health response, and wellness checks.

CARES team members spend hours at the encampment nearly every day—building trust, making personal connections, identifying emerging concerns, and providing care before situations become emergencies. Services include:

Basic life support medical care and assessments
Trauma response
Behavioral health support
Wellness checks
Assistance during extreme heat and poor air quality
Connections to additional medical and community resources

The impact of CARES is measured not only in calls answered, but also in emergencies prevented, relationships built, and residents connected with care.

Familiar Faces

Drives Housing Stability Through Persistent Outreach

Since November 2024, Familiar Faces has been helping people who are sleeping outdoors work toward safe and stable housing. While the HART team takes the lead at encampments, Familiar Faces works with people they meet on the street.

580 people reached out to from November 2024 to July 15, 2026 including 504 referrals to shelter, housing, or supportive services

The City of Saint Paul is working with Ramsey County and service providers to reduce barriers to overnight shelter wherever possible, in tandem with a $1 million investment to support additional shelter beds and case management services. Learn more at stpaul.gov/encampments.

Breaking down barriers to shelter: Extending shelter check-in time from 8 to 10 p.m., providing temporary storage for personal belongings, replacing ID documents for individuals who need them, assisting individuals in resolving outstanding warrants.

Enforcement is always the last resort in the City’s response to encampments. The City’s approach begins with engagement, education, and encouragement. Learn more about the City’s unsheltered response at stpaul.gov/encampments.

Engage: We start by building relationships. Outreach teams meet people where they are, listen to their needs, and connect them with trusted staff and service providers. Every interaction begins with respect and compassion.

Educate: Clear information builds trust. Residents receive information about closure timelines, available shelter options, storage for belongings, transportation, health services, and what to expect throughout the transition. Our goal is to make sure every person can make informed decisions.

Encourage: We support voluntary transitions. City staff and partners work one-on-one with individuals to encourage acceptance of shelter, housing resources, behavioral health services, and other supports that can help people move toward greater stability.

Enforce: Enforcement comes last. When it becomes necessary to address public health and safety concerns, City staff enforce existing ordinances only after outreach, education, and opportunities for voluntary compliance have been provided. Increasing Capacity and Services: The City of Saint Paul is investing $1 million to help Ramsey County open additional overnight shelter beds and case management services for people currently staying at the Pig's Eye Park encampment ahead of its closure on August 5.

Expanding Outreach and Support: Approved by the City Council at Mayor Kaohly Her's request, this funding gives outreach teams more shelter options to offer as they connect individuals to more stable housing, health care, and social services.

Prioritizing Resident Well-Being: Overnight shelter isn't a permanent fix for homelessness, but it's a critical step toward safety and stability. Over the past month, outreach teams have increased direct support at the encampment, including helping transport and store residents' belongings during the transition.
