The Macolin Convention is the only binding international treaty dedicated to preventing, detecting and sanctioning the manipulation of sports competitions.
One of the biggest threats is the manipulation of sports competitions. So-called negative bets are particularly vulnerable to manipulation, as a single action by a player can influence a betting outcome without affecting the final match result.

In 28 of 36 jurisdictions (78%), probation rates were higher than prison population rates, showing the growing role of community-based sanctions and measures in Europe.

Alternatives to imprisonment continue to grow in Europe. The Council of Europe's 2025 SPACE II survey recorded 1.43 million probationers under supervision on 31 January 2025, a 2.7% increase from 2024.
