Overall though, this is a pretty pro-housing implementation. The rapid bus stops in north park / city heights in particular are something the city initially didn’t include That and the UCSD / UTC area plus Bay Park + Clairemont area are probably the most likely to see immediate development
The CalFire designated zones are not nearly as big, particularly in Mission Valley where the city’s current plan will delay almost every parcel If the city is wrong, and it takes too long to implement an alternative plan, this could open up litigation from HCD experience.arcgis.com/experience/6...
And everywhere in red is considered “Very High Fire Hazard Severity zones” by the *city and are being delayed until the transit village plan is implemented. But there’s one problem there; the city is probably overreaching because they have their own, vastly more expansive, fire map
These few spots in (blue? Green? Cyan?) are apparently subject to one foot of sea level rise in the city’s model
All of the green is considered “low resource; these areas could be delayed until 2031 if not included in community planning updates earlier.
“Only areas outside of low resource areas that do not include designated historic resources, are not subject to sea level rise and not in very high fire severity zones would take effect on July 1,” Grant Ruroede, senior planner, to the City Council. That excludes a LOT of places!
But these places (in yellow) are the only places the city has determined will be eligible for SB 79 upzoning today; the rest will be “phased in” over the next few years
