How can we fix the teacher retention crisis? 👨‍🏫 Teaching offers the opportunity to change lives, but recently we've seen a growing number of teachers leave the state sector. In our new report, @joedromey.bsky.social & @cllrmarcus.bsky.social set out how we can tackle the teacher retention crisis.

Creating local public accounts-style committees to scrutinise how public money is spent across a place and its local public bodies.

Strengthening local scrutiny committees with a full-time chair, properly resourced members and the ability to draw on independent expertise, so mayoral decisions are tested locally blocking Whitehall’s impulse to intervene.

This allows more funds to be raised locally, such as through retained business rates or income tax allocation, local agency will be strengthened and central controls will recede. Accountability arrangements would need to adapt to this

This should be built on stronger local powers, matched by stronger local scrutiny, so mayors are accountable to the residents and businesses they serve, not micromanaged by Whitehall.

This represents a “golden opportunity” to create “tangible local growth” by giving regional leaders greater fiscal powers, underpinned by the local accountability needed to use those powers well

Andy Burnham has long argued that fiscal devolution is central to “Manchesterism”, building on the Government’s plans for significant fiscal devolution. In his speech last month, he promised a ‘rewired Britain’ with the "biggest rebalancing of power our country has seen.

Improving consumer rights for people purchasing new-build homes by allowing them to hold back five per cent of the property price for three months to repair snags and defects caused by poor quality workmanship or materials.

There is also a need to improve build quality and consumer confidence as the supply of new homes increases over the next few years.

As the first five years would be interest-free (and payment free), this would mean buyers bag up to £23,000 in savings over this period on a mortgage compared to borrowing without this scheme.

State-backed loans of up to 40% would help buyers onto the housing ladder without access to “the Bank of Mum and Dad” or generational wealth.

The Treasury must earmark fresh money to offering first-time buyers' loans to cover part of their deposit.
