What happened: AG Rayfield and a multistate coalition are urging the Trump administration to withdraw a proposed request that would make federal contractors collect and report a burdensome amount of information – under the guise of purging “diversity, equity, and inclusion”. However, this would create an unnecessary and confusing burden for federal contractors who provide critical public services. It also violates the Paperwork Reduction Act.

Hegseth, arguing that DoD unlawfully stopped routine reviews of land-based wind projects. The coalition is asking the court to order the agency to resume the review process required by federal law.

What happened: Today, AG Rayfield and a bipartisan coalition of 41 other states announced a settlement with the bankruptcy trustee for 23andMe, resolving allegations stemming from a 2023 data breach that compromised the genetic data of 6.9 million customers worldwide - including 125,069 in Oregon. The settlement includes $150 million in allowed claims for states.

If allowed to merge, the combined mega-corporation would control nearly one-third of theatrical motion pictures and nearly one-third of basic cable programming in the U.S. This would eliminate competition between Paramount and Warner Bros. and inflict substantial harm on movie theaters,
basic cable distributors and, ultimately, audiences in Oregon and nationwide.

We sued to stop the Dept. of Education from unlawfully ending school-based mental health grants. Congress allocated $1 billion in a bipartisan vote to bring mental health professionals to schools — programs that keep communities safe. In 2025, our coalition sued to protect these grants when the Trump administration first threatened them — and we won. Now, the Trump administration is trying to sidestep the court order and stop the grants, so we are taking them to court again.

Breaking news: Multi-agency operation shuts down illicit massage businesses in Washington County

We conducted search warrants at multiple illicit massage businesses after several months of investigation and surveillance. The searches resulted in the seizure of more than $45k in cash along with evidence of prostitution. These warrants are part of Oregon DOJ’s partnership with Washington County law enforcement agencies through SPIRE (Special Projects: Investigate, Respond, Enforce), which embeds DOJ investigators directly with local agencies to take on multi-jurisdictional criminal activity.

“Today’s action shows exactly why we launched SPIRE,” said Attorney General Dan Rayfield. “By combining our office’s investigative resources with Washington County’s, we were able to go after the network, not just the locations, and get victims connected to the support they need. Partnerships like these are making our neighborhoods safer and delivering real accountability to those who are harming our communities.”

AG Rayfield and a multistate coalition are objecting to a federal agency’s attempt to get rid of long-standing civil rights enforcement tools without going through the normal rulemaking process. The U.S. Dept. of the Interior is adopting a new rule that takes away “disparate impact regulations” – regulations from the Civil Rights Act of 1964 that are an important part of preventing discrimination. The agency is ignoring precedent and violating the legal process for making new rules.

“Federal agencies don’t get to quietly dismantle civil rights protections just because they don’t want to follow the rules. These regulations have been a cornerstone of how we prevent discrimination in our country, even when discrimination isn’t obvious or intentional. Without them, entire communities lose a critical layer of protection.”

In short, the company failed to help people when things when wrong.

“Cash App told people their money was safe, and millions of Americans believed them, including a lot of Oregonians who didn’t have other options. When things went wrong, Block left them with nowhere to turn. This settlement holds Block accountable and makes sure they can’t walk away from money they promised to pay back to consumers.”

If the court does not act, these programs will once again be at risk and thousands of people could lose housing as a result.

What happened: AG Rayfield and a multistate coalition are opposing the Trump administration’s attempt to change rules about employment – specifically, limiting “joint employer liability,” which covers temp workers and subcontracted labor. This action would limit Oregon workers’ ability to get justice for wage theft, to access family and medical leave, and more. It would also make it harder for Oregon state agencies to navigate following the law.

“When companies use temp workers and subcontractors, they don’t get to walk away from responsibility for how those workers are treated. This rule would let them do exactly that – leaving some of our most vulnerable workers with fewer protections when they’re wronged.”

The states are pushing back on the USTR’s proposal to impose tariffs on the European Union and 59 other countries, after the Supreme Court ruled against Trump’s first attempt to set illegal tariffs in February, and the Court of International Trade struck down the second attempt in May.

“This proposal from the EPA would let companies build first and worry about air quality standards later – if at all. That puts our state in a dangerous position as we want to make sure our air is free of pollutants and our water is safe to drink. Oregonians shouldn’t have to choose between economic development and staying healthy.”

AG Rayfield and a multistate coalition are opposing a proposed rule from the EPA that would allow air pollution sources to begin construction without getting a permit first. The EPA wants to change the definitions of phrases like “begin actual construction” and “pollutant-emitting activities.” This new rule would put political pressure on agencies like DEQ to cut corners and issue permits – even if facilities (like data centers) are nearly built, but do not meet air quality standards.

“Soot is deadly. This ruling protects kids with asthma, older Oregonians with heart conditions, and families living in communities where air quality may be a daily concern. We fought to defend these protections because they save lives and Oregonians deserve to breathe clean air.”

This week, we secured a court ruling upholding strong environmental standards for soot. Some industry leaders and other states asked the court to overturn the national air quality standards for soot, and the Trump Administration took their side. Our multistate coalition took them to court to defend the environmental standards – and won. In separate case, our coalition is also challenging the Trump Administration’s refusal to implement the new standards. This case is still ongoing.

AG Rayfield and a multistate coalition are urging the Environmental Protection Agency to allow states to uphold local environmental protections for national parks and wilderness areas. Under the Clean Air Act, states create State Implementation Plans to control haze and pollution. The EPA has rejected part of Colorado’s plan – but in a way that does not follow the law. The federal government must follow the law. When they don’t, we’ll take action.

“In Oregon, we love our national parks and wilderness areas, and Oregonians deserve to breathe clean air when we’re spending time outdoors. The Clean Air Act gives states the authority to write their own plans to protect clean air, and if the EPA can reject that without following the law, that puts every state on notice.”

This week, a judge permanently blocked the Trump administration from denying loan forgiveness to teachers, nurses, and other public servants whose employers are not aligned with the administration’s ideology. The rule, set to take effect today, would have given the administration the power to deem state governments, hospitals, schools, and nonprofit organizations ineligible for Public Service Loan Forgiveness based on their support for immigrants, gender-affirming care, or diversity programs.

“The court confirmed what we’ve said all along – Trump can’t punish public servants because their employers happen to disagree
with his policies. Regardless of who is in the White House, the federal government needs to make good on its promise to forgive loans for teachers, nurses, firefighters, and other Oregonians who’ve given years of dedicated service to our communities.”

“Housing shouldn’t come with a loophole for discrimination. These protections have existed
for more than a decade, and Oregon law already guarantees them. This rule would only create conflict and confusion while putting LGBTQ+ Oregonians at risk.”

AG Rayfield and a multistate coalition are opposing a proposed rule that would allow discrimination against LGBTQ+ people. HUD’s Equal Access Rules prohibit discrimination based on sexual orientation and gender identity in HUD’s rental housing and homeownership programs, and require HUD-funded shelters to provide all services and accommodations in accordance with persons’ stated gender identity. The proposed rule would take away these protections – and creates direct conflict with Oregon law.
