If the people of N.I., Wales and Scotland want to leave the Voluntary UK Union they need permission from England's Westminster government. England can leave the Union whenever they please. Unfortunately there is no procedure for the majority of member countries to remove a rogue member.

If the UK was truly an equal & voluntary Union, England would have a devolved parliament. All members of the union would meet at the Union parliament situated in the centre of the UK. One member ruling over and financially controlling the other nations is not a union and never will be a Union.
