The third pillar of our blueprint is transparency: a requirement for regular, sustained, and confidential federal visibility into the automation of AI research and development.
Standards are only effective with independent assurance. A framework no one can verify is a promise, not a standard. Our blueprint calls for the government to examine developers, testing models and inspecting safety practices to confirm developers follow their frameworks.
When it comes to standards, frontier AI developers currently write their own rules. Under our blueprint, the government develops minimum safety standards that developers' frameworks must clear, reflecting best practices as supported by leading safety science.

AI chip security is a cornerstone of national security. The GAIN AI Act would require chipmakers to serve US buyers before exporting to countries of concern. It’s a measured, market-based safeguard that protects US innovation and keeps American firms from falling behind.
The revised GAIN AI Act is earning support, even from the industry, including Microsoft. Microsoft’s policy lead called the proposal “really positive,” saying it keeps advanced compute in the U.S. while empowering allies to build on American innovation.
