The most important changes required to increase the supply of housing are:--1. To enable local authorities to borrow money more cheaply for the purpose of providing dwellings for the working classes. 2. To render the acquisition of land for the purpose easier and cheaper. 3. To remove obstacles to the establishment of private enterprise in providing dwellings for the working classes. 4. To enable local authorities to let dwellings at a lower rent than at present, so as to bring them within the reach of a larger proportion of the working classes.
