You could probably build this portion of the viaduct as planned, then turn it north to line up with the missing C Street ramp. After passing over the I-5 SB ramp loop you'd have about 800 feet of horizontal distance to get down to street grade before 7th Street. Hopefully that's enough, I dunno.
But in this scenario the C Street ramps are also unbuilt/unfunded, and without them C Street is pretty empty. So, what if you kept just the southbound C Street lane and sacrificed the center/northbound lanes to become at-grade LRT tracks for three blocks, with a terminus station next to the library?
In this scenario you can't finish the line as planned in the LPA because it's on a viaduct directly above the southbound I-5 collector/distributor, which isn't built yet and is stuck in funding limbo. The Evergreen LRT extension and the freeway rebuild from SR-14 to Mill Plain are a package deal.
I'm bored, so here's a pointless armchair engineering thread: Hypothetically, if the full IBR "core" phase got built but the rest stalled for lack of funding, and you still wanted to get light rail to Evergreen without having to find funding for everything else... could you just run it up C Street?
If they need a reason for Steve to be back in the present day in Doomsday they can just say he's buying diapers. Taking care of a baby in the 1940s while knowing about Huggies would be unbearable, I guarantee you he would use the time travel gizmo to make at least one trip to like a 2024 Fred Meyer.
