Zeno is also (as far as I'm aware) the FIRST "mob boss" type villain in RE, and they specifically chose a clone of Wesker for it.
this should be obvious, but he is quite literally wearing Wesker's coat and gloves from RE5 - as well as having the same facial scars (although this might just be a T-Virus infection, similarly to Leon and Sherry)
in a weird roundabout way he fulfills the same role as Wesker in RE1. Zeno is this comically evil character who shows up, aura farms a bit, and is killed off at the very end once his plan fails.
his eyes glow SPECIFICALLY during "intense emotional moments", like when he's telling Grace about her clones - which is bound to be a touchy topic, considering he's a clone of Wesker himself
okay now that all of my close friends are done playing RE9, I can finally talk about Zeno without spoiling any of them THIS GUY IS MY FAVORITE DESIGN FROM ALL OF RE, HE LITERALLY LOOKS LIKE A CORPSE THE CONNECTIONS IN RE9 IS PRESENTED THROUGH THE LITERAL "GHOST" OF WESKER
