they had single releases sometimes not in 7" formats (in the U.S.) — the whole theory behind why they did it with some songs, and then not even consistently, doesn't make a whole lot of sense when considering that they released them as physical singles everywhere else in the world

I'm just not really sold that this is true. (using the artists mentioned in the link abstract on Slate claiming they didn't release singles, but also, just my personal experience and large, large collection of singles from the 1990s)
