Its whats in the toner/what kind of toner. Some hydrate, some treat. An example and suggestion: Mandelic Acid! An exfoliant. As a serum, use on top of a hydrating toner and under moisturizer. If its the toner that has mandelic acid, use a hydrating serum on top of that, then moisturizer.
