Not the main point of the article (which is the graft), but this defense from the Trump administration is laughable in the wake of Trump v. Slaughter and other SCOTUS rulings consistent with unitary executive theory (UET). Given UET, no proceeding can be isolated from presidential interference!

The War Powers Resolution's constraints on the president's ability to enter into military conflicts--hell, the Constitution's provision that "declar[ing] war" is an exclusive power of Congress--only mean something if Congress enforces them Otherwise, the president can do whatever he wants
