"heritage which universities represent. Historically universities have been by definition, dedicated to free inquiry and opened all who are academically, qualified for admission, without artificial barriers against particular groups. Universities have always had a strongly, international flavor, and while serving the special needs of the society, supporting them, have provided windows on the world for those societies. Well, these ideals have not at all times been fully realized because of particular circumstances, they remain nonetheless at the heart of a university's purposes, and the Ontario universities have exemplified these ideals.

In the context of publicly supported institutions, another principle must be recognized. Governments have the power and the duty to legislate in the best interest of their people. In funding a university system the government has a right to decide what it will pay for. However, in the present instance, the universities of Ontario are convinced that the policy of higher fees for Via students does not serve the best long-term interest of the people of Ontario. The universities find the policy unpalatable because it interferes. With the movement of scholars between countries, and therefore dampens the exchange of ideas. Graduate students, for instance, or tomorrow's intellectual leaders around the world. The policy also interferes with the opportunity, and indeed obligation, for the universities to provide training to individuals from elsewhere, who are not affluent, particularly those from disadvantage countries where are the necessary education, educational facilities do not exist.
