In MA, there’s a higher threshold (2/3ds) to downzone than upzone housing (50%) now. (Tho my local NIMBYs used this to persuade people against an upzoning last year in my town legislature.) It at least gives a path forward to creating homes. Sadly does not apply to commercial development.
