There are so many things to hate about our present world but this is the kind of stuff like that makes me low-level angry on a near-daily basis

This Metra embankment in Portage Park is always full of trash -- whose responsibility is it to keep these clean? Related, should storefront business owners clean the sidewalk in front of them? I mean, I pick up trash that blows into my front yard even though it is obviously not mine.
