I think it's worth challenging the entire premise here. There WAS substantial growth in oilsand production despite the 2014 price crash, it just didn't translate into substantial royalties (due to the price crash). cdhowe.org/publication/...
It's actually kind of amazing how well toll regulation has worked in Canada and the US for the last 75 years. But for pipeline toll regulation, those big scary oil companies would be under the thumb of bigger and scarier pipeline companies.

Given the WTI price ($90USD=$125CAD), the Alberta Provincial Royalty rate on Oil Sands Crude for post-payout projects (most of the sector) currently sits at 45%. So, almost half of all profits in flow to the Alberta provincial government. This is ON TOP OF federal and provincial corporate taxes.

Good news Everyone (in southern Alberta). I successfully repaired the hydraulics on the tractor I use to clear my driveway. Now that it's working properly, cosmic forces will align to ensure that I don't actually have to use it again until the fall (when it will be broken again for some reason).
