My roadway has reached the “end of its serviceable life.” What are my options?
The City Street Maintenance division does provide temporary maintenance of all roadways, such as filling potholes and snowplowing roadways. Permanent or long-term management of public streets can only be done on streets built to City specification. Many substandard streets have been capped over the years by compacted asphalt grindings or asphalt overlay. Roadway materials wear out; these wear out faster than concrete. Asphalt surfaces that have deteriorated to the point that they no longer hold patch used to fill potholes are considered to have concluded their service life. There are a few options for these roadways:
The roadway can be pulverized and graded. The roadway is ground and graded, to re-establish the “crown” of the road for drainage purposes. Pulverized and graded roads function much like gravel roads and are graded twice a year by the City.
A Road Maintenance District (RMD) can be formed. An RMD is an improvement district that consists of an asphalt overlay (typically 3”-4” depth) over the existing roadway alignment. This is considered a maintenance improvement; it does not include curbs or storm sewers, though ditches and existing culverts will be cleaned out to establish proper drainage for the roadway. Any new culverts will be installed as a part of the project but the costs will be included in that specific property’s assessment. At the end of the serviceable life of the overlay, the neighborhood will then need to decide how to proceed with the roadway.
A Street Improvement District (SID) can be formed. An SID is an improvement district that consists of rebuilding the roadway to full City specification, including concrete surface, concrete curb/guttering and storm sewerage. This type of roadway carries the longest service life and is considered a permanent improvement in that the City will then be responsible for the long-term maintenance of the roadway.

Lula attempted this framing better than anyone “They think that the poor don’t have rights…the right to barbecue with family on the weekend”

In an odd turn of events, the quote I currently cannot get out of my head is about grilled meat. In January, Brazil’s president Lula addressed some supporters in São Paulo. “They think that the poor don’t have rights,” he told them. When sworn in as president, he promised that he would fight for their rights – “the right to barbecue with family on the weekend, to buy a little picanha [a cut of beef], to that piece of picanha with the fat dipped in flour, and to a glass of cold beer”.
I couldn’t tell you how many times I’ve thought about that sentence in the past four months. It almost certainly runs in the dozens. A little picanha! The fat dipped in flour! A glass of beer! It’s perfect. It’s poetry. You can close your eyes and think about it and life feels a bit lighter. May we all soon be in a garden in the summer sun, eating and drinking and surrounded by our loved ones.
The reason I love that quote so much, I think, is that it is truly joyous. It is from a politician who recognises that life isn’t wholly about the place you live in and the job you have and the taxes you pay. It’s also about having a good time while we can. Who in the UK’s national mainstream politics is making that offer?

American Nightmare examines the history of housing in America and argues that zoning and, more recently, growth-management planning represents efforts by the middle- and upper-classes to separate themselves from the working class. Romance of the Rails looks at the history of urban and intercity rail transit in the United States to argue that they once worked but no longer work today.
