The closing condition, — “for the safety of the people,” seems to wear too much of the appearance of an insidious statement of the position. There is scarcely an act of political despotism to be found in history, whether exercised by a mob or by a single tyrant, by a parliament or by a king, which has not its pretended foundation — in the safety of the people.
