What dictates these lists but rarely gets named: separation from traffic. If your restaurant is on a two-lane road or patrons can get to the back of the building, you're two picnic tables and a $100 garden center gift card away from having a great patio. If not, you'll never be on this list.

Prior to East End's traffic calming installation, we averaged a crash every 57 days, a car damaged every 29 days, and one injury every 365 days. Since installation, we've had one crash every 286 days (80% reduction), one car damaged every 95 days (70% reduction), and no injuries (100% reduction).
This rider is using this bus station the same way I do when it rains: standing outside of it, using the wall as a shield against gutter spray from vehicles in the superfluous third lane. Make this lane bus-only and not only is the street safer, it would preserve transit riders' dignity (and socks).
In the early 80s, this couple could afford commercial space in DuPont Circle and a four-bedroom house in Falls Church. Try that on two travel agents' salaries today. (/s it doesn't make sense to hold the literal jobs constant; use relative position in the income distribution)
