Voting against: Belarus, a bunch of Russian client states in Africa, Haiti, Hungary, Israel, Nicaragua, Palau, Russia, and the United States. Even Cuba abstained, instead of voting against it. JFC in a chicken basket.
I believe that Google (properly) respects a country's naming conventions. Users located in USA will see 'Gulf of America', the rest of the world sees both, because neighbouring counties to the Gulf have different conventions. Don't blame Google for this, blame the US govt. View from Canada below:
