Interesting idea. I have never used these things. You can have the compressor anywhere (even a central large condenser) with cooling fluid circulating into each room where there is an evaporator.

My understanding is there is a very narrow circumstance where POTUS has a pocket veto, but it almost never happens (only when Congress is in inter-session adjournment within 10 days of passage of the law). There may also be different definitions of what exactly a pocket veto is, so don't quote me.
