Yeah Sie Nanahara is the artist credited on the cards (lugia as well) and it seems she traced a fan artists older ho-oh art. There's an announcement about it in game. I hope it was some sort of mistake, since she's made a few cards for the physical tcg as well.
Digital art started with GIMP (Gnu Image Manipulation Program) and a Wacom Graphire 3. Not my photo, but I still have it! And it works well for being 22 years old. I use Clip Studio and a Huion Kamvas 13 now.
