Confirmed — this is a known, documented JetBrains bug, and there's a one-line fix that doesn't require leaving the EAP.
Root cause: Metal rendering on macOS 26 (Tahoe). JetBrains IDEs render the UI through Apple's Metal GPU API, and on macOS 26 that path stalls the UI thread on window/app switch — which is precisely your NSWindow.isKeyWindow freeze when tabbing into a window. It's tracked across several tickets, and the consistent fix/workaround is to disable Metal.
The fix — do this first:
Help → Edit Custom VM Options, add this line, then restart:
-Dsun.java2d.metal=false
That switches WebStorm off Metal back to the OpenGL/CPU renderer and resolves the Tahoe app-switch freeze for most people. (Edit Custom VM Options writes the user override, so unlike a manual file edit it survives updates.)
The matching tickets, so you can verify against your build and watch for a permanent fix:

JBR-9794 — "macOS 26.2: IDE is laggy unless java2d.metal is disabled" — names your exact workaround; you're on 26.3.1
JBR-9171 — "Visual part of UI freezes on app switch in macOS 26" — your symptom verbatim; marked fixed in 2025.2.2+ but reopened by newer OS builds below
JBR-9804 — "UI freezes on macOS Tahoe 26.2" and JBR-9914 — "freeze on 26.2 macOS" — active for the 26.2/26.3 regression you're on
Rider/JetBrains: "Latest IntelliJ not compatible with macOS 26 / Tahoe?" — same workaround confirmed across IDEs
