I'm sorry, but "striving" seems to be the wrong state to be in. My train should not "strive" to arrive. My hospital should not "strive" to get treatment before I die. My creditors view "striving to pay cuz striving to find a decent income" poorly. That is not what a successful country is.

I assume that there are even more sophisticated algorithms enforcing some sort of limits on deviation from "closedness" of resulting shape, but this seems easy to explain to even toddlers... so it should work for politicians... maybe even with triangles.
Just split the US into equal sized hexagons, split along state boundaries, allow for expansion to achieve approximate equal population boundaries, but only allow boundaries that form rings around central units. You're not allowed to start a new ring until the previous ring is full.
