I was mistaken. The stop sign is back. It was removed around 2011 at the alley and the Nextdoor thread was circa 2019 when I was told CICS parents had it removed so they could fly down the alley to Oakley without stopping.

wunderground.com has low temp of 2F at around 8am Monday morning. You're quoting the feels like temp. We had a much colder January weeks with -10F real temps last year and year before. It's the real temps that freeze pipes. 2F is bad but real subzero temps and you start hearing joists cracking.
I assumed turrets were outlawed because they hang over the public way. Modern codes require setbacks on corner buildings making owners put up ugly iron fencing to protect a 3 foot sidewalk setback like in these photos. Turrets would look ridiculous with these setbacks.
