From one perspective, the GHG Protocol is a successful example of
corporate self-regulation: industry stepped up and created a flexible and
discretionary accounting framework after world governments failed to
agree on binding regulatory targets in Kyoto. Alternatively, however, one
could argue that the existence of the GHG Protocol has crowded out other more robust alternatives. It is only now that governments have gotten more serious about climate regulation that many corporations are discovering that the voluntary frameworks are not really fit for purpose. In the words of one Financial Times columnist, “Measuring emissions drops squarely into the category of ‘stuff that we really should have harmonized by now, sorry about that.’” Perhaps this is because the WBCSD achieved its stated goal of keeping us in the world of JAZZ.
