What I've heard - from trans people, I could not think this up on my own, I'm too far from it! - is that the inherent vulnerability of trans people creates a community uncommonly vulnerable to exploitation by high-control group style predatory social manipulators.

The root problem here isn't legalistic breaches of rules (there are relatively few, anyway) but communities that clearly see ritual abuse and harassment as their unifying purpose, a way to control their enemies and enforce ideological discipline, and constantly find ways to engage in it.
