This reasoning violates the most fundamental premise of the Constitution, that individuals have the widest degree of personal liberty, especially if it's stated directly in the First Amendment. Further, any government employee that might be ignorant of fundamental rights is inherently in error.
A foreign moneyed interest should not have this kind of influence in domestic politics.
