Yeah they talked about civilians being mad at them in Iraq, Afghanistan and Vietnam like that too in order to justify war crimes. Which is a big part in why those all turned into unwinnable cluster fucks. When you treat civilians as enemy combatants you make more enemy combatants.
There are certainly problems with classic Amanda Waller but she usually looks like a person and not that.
