What's the consultation about?
Restrictions on live-streaming

Anyone who live-streams content has to prove that they are over 18. If you don’t, no one will be able to comment, react, record or gift to your streams. We’ve already seen age verification rolled out for many online platforms. Now, streamers will be subjected to whatever age verification checks platforms decide to use, and the privacy risks that come with that. Anyone without a passport or driving license will likely find this more difficult and risk exclusion.

And teen streamers and aspiring creators are being locked out of audience interaction – potentially killing young creators’ careers before they have even begun.

Scanning and content takedowns
There are also proposals for mandatory scanning of people's posts and public communications. Ofcom are going to require use of 'pro active' scanning technology to remove content before it's even seen. This could results in content being wrongly censored, and has a high risk of impacting speech of democratic importance. For example reporting on a protest about the proscription of Palestine Action could be censored as 'terrorist' content. This censorship could be made worse by suggested powers for law enforcement to make requests for platforms to rapidly content in times of crisis.
