It refers to a book by Arron Banks, ghost written by Isabel Oakeshott (Tice's bird), called The Bad Boys of Brexit, about Banks and Co's activities in the Leave campaign.
I think the point is that some communities HAVE been left behind, but they are told (by Farage, The Daily Heil etc) the blame lies with immigrants, rather than successive governments.

Surely Georgina Sturge, data consultant at Oxford’s Migration Observatory, is wrong in the quote attached. The small boats route existed, but wasn't used because the migrants could be sent back under the Dublin Convention when we were in the EU. If we rejoined, surely that would apply again?
It seems the 'blame' lies with both the EU Commission and member states' governments.
