Our unsheltered Indigenous relatives need a warm place to survive.

While ICE terrorizes Minneapolis, detaining Native people who are citizens of this land since time immemorial, the Minnesota Indian Women’s Resource Center is holding the line.

Our people cannot shelter safely outside. MIWRC offers a culturally grounded, low-barrier sanctuary in the heart of the Phillips neighborhood.

The Minnesota Indian Women’s Resource Center warming shelter is open. But keeping it open costs money.

They need $45,000 to maintain operations as this crisis continues.

This week:
→ One person died from exposure
→ Four Oglala Sioux tribal members were detained by ICE
→ Renee Good was killed by an ICE agent
→ Temps are plunging to dangerous, deadly levels

Beyond warmth, food, and safety, MIRC staff will help guests obtain tribal IDs and documentation. Right now, that paperwork can be the difference between freedom and detention. This is about survival. This is about sovereignty. This is about taking care of our own when the government won’t.

Almost a year after it formed, a major homeless encampment in St. Paul has remained relatively clean and calm, with dumpsters to keep trash in check, portable toilets for residents and frequent visits from outreach workers who try to connect camp residents to services.

Mayor Frey justifies evictions of unhoused neighbors by saying it is in public interest, predicated on victim blaming narratives and stigma.
Encampments are not the cause of harm.
Rather, they are targets of harm and the result of harms that already exist. Encampments are a symptom of systemic injustice; a source of resident-made interim stability borne out of necessity. They are a result of structural abandonment and policy choices.
When a school shooting takes place, we don't blame students and shutter schools. We ask, "How can we create safer schools?" But when encampments are targeted with violence, Mayor Frey blames unhoused neighbors and evicts them.
Nenookaasi residents filed a lawsuit, saying this is not only morally wrong, but violates their legal rights.

The hearing on Monday will determine whether we go to trial or if the judge will dismiss the case.
If the case goes to trial, it will take place in December.
If the judge dismisses the case, we may appeal.

Evictions are an effort to displace residents, and make them move. So we as supporters come prepared to help with:
-Heavy duty trash bags
-Large bags or suitcases
-Shopping carts
-Carts or wagons with wheels
***Anything you bring will likely be lost eventually and should be considered permenant donation

During an eviction:
Protect yourself. Wear a mask, gloves and heavy duty clothing. There's many things that can harm you, and it's easy for accidents to happen in the chaos of an eviction
Talk to residents they are the experts and likely have done this many times before.
Stay focused on immediate tasks at hand; helping move residents and their things.
Do not make offers or promises you cannot follow through on.

Police presence
Police presence will be very high. At multiple evitions this winter, the ENTIRE third precinct police staff was present
Police create a perimeter around the encampment early in the morning a few blocks out and do not allow anyone to enter the perimeter to help residents move.

For this reason we suggest showing up extra early (5am) if you plan to help residents move
We try to remain calm and focus on helping residents. These police will use any excuse they can to further bully and brutalize encampment residents.

After an eviction:
The night and days following an eviction are important times to offer support. Overdoses, and trafficking are statistically most likely to occur immediately following an eviction. Ways to support look like:
Finding people living outside near evicted site and offering tents, blankets, hot food, water, narcan, rides, cash, cigarettes. ASK what they may need.

On April 2, Mayor Jacob Frey proclaimed on the social media platform X that only "27 people are experiencing unsheltered homelessness across our city."

According to Experts:
Rebecca Sales, co-director of the Wilder Foundation's Minnesota Homeless Study would "love for it to be true" that Minnesota's largest city has almost solved unsheltered homelessness.
"We've worked with enough homeless service providers and folks that are working in the housing stability space that I don't get the sense that they're feeling that way." she said.

Encampment activist Nicole Mason still drives through the alleys of south Minneapolis looking for homeless people, shouting out of her van about breakfast cooking at the Minnesota Indian Women's Resource Center.
Along Franklin Avenue, people wore blankets in doorways, crowded bus shelters and slept in the flower bed in Aldi's parking lot.
Over pancakes at the drop-in center, a group derided the city's narrative.
"A lot more people are piling into that one friend they know, who's on [Housing Support]," said Joe Johnson, who sleeps in a stairwell. "They don't give a [care] about management because they don't have anywhere to go. They're scared."

It's unclear, when the city flaunts a rapid reduction in tents, to what extent its data encapsulates other forms of unsheltered homelessness.
• On April 8, per Hennepin County 628 people experienced unsheltered homelessness countywide over the last three months, and 271 over the last month.
• Hennepin County estimates 85-90% of the unsheltered count is in Minneapolis.
• In the first week of April, all emergency shelter beds for men were reserved by midday, according to Adult Shelter Connect, the intake hotline.

Preventing encampments is best done by addressing the root problem: homelessness. MPD is under special order, directing officers to prevent encampments from forming. Neighbors have responded: we want Housing First, robust services, & humane solutions. Housing ends homelessness.
