At the heart of the memorial is Upholding, a stone mosaic by artist Matias Faldbakken depicting a small wading bird native to Utøya. The artwork rests on the steel structure used to relocate Picasso's mural The Fishermen during the reconstruction of the Government Quarter.
Fifteen years later, Norway continues to honor the victims, survivors, families, and all those affected by the attacks. The newly opened National Memorial Site at the Government Quarter stands as a place for remembrance, reflection, and learning.
Today we remember the 77 lives lost in the terrorist attacks of July 22, 2011. A far-right extremist targeted Norwegian democracy, first with a car bomb in Oslo's Government Quarter that killed 8 people, and later on Utøya, where 69 people were murdered. #22juli
