Very interesting article and I agree with almost all of it. I remain sceptical of this paragraph though. My experience is we "did it work?" is asked , but this drives some of the bias towards easily measurable "metrics", and undervalues relationships as an end in themselves

Rebalancing this is a precondition for making the dark matter fundable. A funding culture that took outcome risk as seriously as process risk - that asked “did it work?” as urgently as it asks “did the receipts arrive?” - would find the invisible infrastructure much easier to see, and much easier to support. It would also, over time, be less likely to fund the things that do all the steps and arrive nowhere in particular.

I remember reading in the book below that in medieval times 1 in 3 adult men were involved in some way in the administration of the state (e.g. something official in their village). It always stuck with me that even in the feudal system you need community involvement to run a country
