This is what Graham is saying here. Trump only cares about enriching himself. He’s an outsider who won’t prioritize making all donors and special interests of the party richer. But, Graham realized he was wrong. Trump is great at doing both.
So it sounds like there was a “settlement”, which again, is just an shreement to do something. It can be an agreement to do anything, written and filed or not. Yes, it’s all corrupt as fuck and really shady but the DOJ agreed to create this fund and Trump agreed to drop the lawsuit.
