It would appear that they are charging the feds the ‘non Canadian’ rate which varies from province to province. In Alberta it can be 5x.
This is not really true. The vast majority of Ontario’s electricity comes from nuclear/hydo/solar/wind. Only about 16% comes from fossile fuels.

I agree that EVs are improving. However mass of vehicle has very little direct bearing on pedestrian impact damage which is primarily related to vehicle speed and vehicle hood-height. Trucks/SUVs have been getting worse over the years:
