This is pretty standard booster pack stuff, to have limited quantities of gacha style packs, but it's the clear attempt to deceive the customer into believing they have a chance to get a "rare" "signed" card, encouraging FOMO and gambling. Really really gross.
This is a "rare" printing, a fake signature, signed by a fictional character. It is likely not even hand signed by a person but instead printed and then included in the decks in a limited number of packs
