I had reached a breaking point on Friday with job hunting, but I have officially reached a general breaking point with The World. Ok, sure the targeting bit gets the headline, but OPI being 10 yards is an advantage to the offense that the defense doesn't get to enjoy. Also, I don't care about any shorts rule; it's stupid and I refuse to be uniform police.

On points where jersey number exceptions (players who do not wear numbers 50-79) are used, the snapper and two adjacent linemen on either side who are lined up in (or touching) the tackle box are ineligible by position and become exceptions to the numbering time when the snapper takes his position. This clarified which players are eligible receivers in the formation.

While the Division I Football Rules Subcommittee is comfortable with the administration of unsportsmanlike conduct penalties, the oversight committee approved clarifying the rule to give on-field officials guidance to align with the current game. Officials will focus on unsportsmanlike conduct where a player taunts an opponent; actions that interfere with game administration; and celebrations found demeaning to the game or opponent.

Offensive pass interference penalties will be 10 yards. Previously, the penalty for offensive pass interference was 15 yards.

Punt formation

In order to properly identify eligible receivers during point plays, the following proposal is being made: When the ball is snapped from a scrimmage kick formation, all players with numbering exceptions must be clearly on the line and in the tackle box.

(Note: "Players with numbering exceptions" are those replacing lineman numbered 50-79 during regular scrimmage plays.)

One at a time for discussion purposes. Everyone's favorite: TARGETING! And no, it won't change the actual definition, just turn it into a yellow card accumulation thing.

Targeting

As an experimental rules change for 2026, do you support a penalty adjustment to the targeting rule that would eliminate the carry over penalty for second half fouls?

The structure of this proposal would include a suspension for a second targeting foul in the same season by the same player (first half of the next game) and an additional suspension for the third and subsequent fouls (full game suspension). As a reminder, by rule, a flagrant offenses (sic) are reviewed for possible additional sanctions.

With all the discussion around Lane, I'm reminded of Ryan McGee's words from his book with his dad, "Sidelines and Bloodlines" which has colored my opinion of him since I read it.
