Probably not. I remember a similarly breathless Time Magazine cover article from 1966 that asked "Is God Dead?" (If only.) I expect The Atlantic will be just as wrong about the so-called demise of reading. There have always been people who read a lot, and people who read nothing.
I remember an analogous Time article from 1966. Despite my atheism, God didn’t die. Neither will books or reading. But provocative covers often sell magazines.

Common containers aren't a panacea either. This is Lisbon. When the bins get full people leave garbage on the ground, even thought the bins are marked "Don't Leave Trash on the Ground!" Neighborhoods need right number, right capacity and frequent pick-up schedule for shared bins to work.
