you colour in a particularly skilful method of ambient lighting, with the strong predominance of colour resulting from weak/non-neutral lightsources - yes everything is 'blue' but it's 'cause you've essentially handmade a complex blue filter, most of the other colours are all still there 'under' it.
there's actually so much going on in this clip that mazes zero sense without the running gags, like why the chief is called Spicy Onion Dip here (his name is literally Changed Daily) or the fact he's almost never seen without his beloved mantlepiece, no matter how absurd its placement is.
literally (nearly) every single episode opens with Special Agent Ray going "run... The Secret Show!" before disappearing out of frame. Then some 30-ish episodes in, it's revealled this is actually a Thing he does out of habit and everyone else is a little baffled.
