Although these claims surely help to explain why some institutions of higher education are controlled by outside boards, the “external democracy” rationale for such control is not airtight, even at the minority of U.S. universities to which it applies. State governments supply only around 20% of revenue for four-year public universities, compared to 18% from the federal government and 19% from tuition and fees. At some public universities, the state share is significantly lower. At the University of Virginia, for example, state appropriations account for less than 6% of total revenues. Again, it is not obvious why the entire governance structure of a university should or would be organized around a relatively small revenue stream.
