When 39 POKéMON's names disappeared in the middle of creating the POKéDEX, OAK gave the missing POKéMON the name "MISSINGNO.".
Found proof of their existence when he received one in a trade from BILL three years in the future. Has been fearful of it ever since, but has kept it for studies so he could secretly add preventative measures into the POKéDEX to "fix" MISSINGNO. and turn it into a normal POKéMON.
It was programmed to permanently transform a caught MISSINGNO. into a RHYDON, but he was never able to test this error trap for himself, so he didn't know that the trap would only work once.
He was surprised to see NaN, who was living proof that THE SURFER had somehow bypassed the RHYDON error trap.

He built a specialized PC to process and stabilize glitchmon data, but the closest he got was temporarily turning his MISSINGNO. into a SUBSTITUTE doll. He plans to revise the PC to transform his MISSINGNO. into a DITTO permanently.

He recognizes THE SURFER's attachment to NaN, knowing they would be disgusted with his multiple experimental attempts to correct MISSINGNO., so he'd never admit to doing it.

He pities THE SURFER's passion for studying every glitch POKéMON - If they held this same passion for real POKéMON, they would have had the potential to be a great professor…

Now an adult, BLUE struggles to find a place for himself after his loss to THE SURFER at the POKéMON LEAGUE when they were kids.
He's sent multiple applications to become the VIRIDIAN GYM LEADER, but he's received no reply. He's applied for a passport to study abroad, but got no response to that, either.
So now he loiters around the POKéMON LEAGUE, filling in as CHAMPION on behalf of the lazy SURFER.
THE SURFER still pops by to have friendly spars with BLUE. BLUE still considers THE SURFER his friend, but he secretly feels bitter and frustrated with them.
He's become convinced that THE SURFER's obsession with glitch POKéMON (especially NaN) is unhealthy and has changed THE SURFER for the worse.
In a way, it feels like he's lost his best friend due to how different they are from each other now.
It's like they don't care about anything anymore unless it relates to glitch POKéMON - which BLUE can't understand or wrap his head around.

Desperate to find out the secret to THE SURFER's strength, he turns his attention towards CINNABAR ISLAND…

You might think you and NaN have it good now...
But someday, she'll hurt you, whether she means to or not.
It's just in our nature.

THE SURFER: Heh.
You think that's something only glitch POKéMON can do?

The VOLTORB line mimics POKé BALLS and explodes on unsuspecting trainers.
The ZUBAT family will drink human blood until they're too heavy to fly.
DROWZEE and HYPNO will specifically target humans in order to eat their dreams.
GENGAR attacks people who get lost and tries to lay curses on them.
GYARADOS, when provoked, can demolish entire cities.

And every single one of them has been caught and loved by somebody out there.

Should a trainer abandon their ARBOK just because it could bite and poison them?
Of course not.
If a POKéMON bites, it means the TRAINER did
something wrong, not the POKéMON.
But when we nurture that POKéMON's trust, they'll learn how to defy their nature for us.

Why would a glitch POKéMON be any different?

In my studies of glitch POKéMON, I've experienced
some pretty volatile effects.
Some of them even from NaN.
But I'll always forgive everything that happens to me.
I'll endure every headache, every hallucination, every fainting spell...

...Because she's worth it.
You ALL are.

Because a POKéMON's value shouldn't be measured by how safe and beneficial they are for humans.
And any human who thinks so is selfish.
You don't owe us anything.

You're worth it because you exist.

That's reason enough.
