Universities must prioritise quality over "bums on seats" on international students, skills minister Jacqui Smith has told the International Higher Education Forum 2026. Smith acknowledged that the "sector worries about whether the whole government shares this view, particularly…the Home Office", and admitted that the manifesto commitment to reduce net migration has produced "competing priorities" within Keir Starmer's government. To help the Department for Education (DfE) "make that case to our colleagues in the Home Office", Smith urged universities to be careful not to "do things that frankly look as if the priority is money and bums on seats rather than quality" – warning that lower entry standards risk opening "a backdoor route around the immigration system.”

This is a disappointing judgment which effectively renders the Higher Education (Freedom of Speech) Act toothless. It sends a message to universities that they only need to pay lip service to the new free speech duties in the Act and not actually do anything concrete to uphold academic freedom and free speech on campus.
This judgment will effectively leave academics like Kathleen Stock defenceless, while empowering activists to hound off campus anyone they disagree with. We very much hope the Office for Students appeals and if it does we hope to intervene.

The ruling against OfS in their treatment of the University of Sussex is much more scathing than lots of reporting suggests. OfS hell bent on making example of UoS to force wider HE sector into submission to OfS’s ideological position regardless of evidence, ironically under “free speech”

428. First, there is the overarching approach of the OfS and its strategy from the opening of the investigation into the University. Ms Lapworth is very clear that right from the start of the investigation in October 2021, and indeed before, the OfS was looking for a test case that would send "a strong signal about the importance of freedom of speech..." (first witness statement, paragraph 62), set out above at paragraph
366. She then goes on to say that if the OfS took enforcement action (i.e. found a breach and imposed a sanction), that would "create clear compliance incentives and expectations" for other HE providers.
429. Although the principle of using a test case is not in itself wrong, Ms Lapworth's mindset from the outset appears to have been that she wished to use the University as a tool to incentivise the rest of the sector. I note at this point that although Ms Lapworth was the chief executive, she was not the decision-maker. However, her involvement in the investigation was both intense and overarching, and the entire process was shaped by her.

434. The third indicator of the Of's closed mind
was its approach to other HE providers that were using the same policy. If the OfS's principal concern had been to change the Policy Statement itself, and secure freedom of speech and academic freedom in other HE providers, then the quickest and most effective measure would have been to find out which HE providers were using the offending policy and communicate with them.
435. It is clear, and effectively admitted by the OfS, that they did not take that course because they wanted to use the University as an example to incentivise others. This is again strongly indicative of a determination to pursue a strategy which rested upon finding significant breaches by the University.
The fact that Dr Ahmed wrote to the other universities using the same policy template only after the FD was published, highlighting the breach and the fine, points again to the OfS's strategy, and the centrality of making findings and penalising the University.

Reposting to the astronomy and science feeds 🔭🧪 GPE's conclusion on STFC's savage cuts to astro/particle/nuclear physics research:

This is what I think is going on. I believe that it is the STFC Executive Board that has decided to prioritise the facilities ahead of the PPAN programme. This is their decision and is not forced on them by the new allocation formula. I also believe that the their priorities are a reflection of conflicts of interest in the governance structure of STFC. Decisions at STFC are made by the Executive Board (EB) which is composed mostly of lab/facility directors and senior programme managers. The Council and Science Boards are advisory. The EB is therefore heavily biased in favour of the facilities component of the STFC portfolio. This bias has afflicted STFC since it was first created. I wrote to Michele Dougherty last July concerning the governance structure at STFC. I did not get a reply.

This shift to a strategic, outcome-focused approach is the most significant change since UKRI’s creation and is in line with what was envisaged when UKRI was first created. This involves focusing investment across three priority buckets: Curiosity-driven research (investigator led and determined by scientists alone); Government and societal priorities; and supporting innovative companies; while also enabling and strengthening UK R&D – including talent, infrastructure, institutes and facilities. To meet these ambitions, a period of transition is underway across UKRI.
In response to STFC’s indicative allocation, UKRI will need to ensure that investments across the portfolio are aligned to a sustainable level over the Spending Review period. For STFC this means striking the right balance between long-term discovery science, our major national facilities, and applied research and innovation. To achieve this, we will need to focus our efforts on a more concentrated set of priorities, funded at a level that can be maintained over time. As part of this, STFC is reviewing its entire portfolio, including facilities and laboratories, to understand how best to deliver a sustainable programme for the future. Within the PPAN programme – now operating fully within STFC’s curiosity-driven research portfolio – we will need to model further adjustments, building on last year’s 15% reduction in new grants, to bring the programme into long-term balance. This prioritisation process will inevitably require some difficult choices. A more sustainable level for STFC's PPAN budget is likely to be around 70% of what this budget grew to in 24/25 off the back of steep inflation and rises in cost of operations in the last Spending Review.

Next Steps: Preparing for Portfolio Adjustments
To manage the challenges ahead, we will need to make difficult choices between scientifically excellent projects, this will include ceasing or reducing investments in many of the projects that STFC currently supports in order to continue funding others at a sustainable level. To support a comprehensive appraisal of options, we will be asking individual projects within our PPAN portfolio to identify how their project would respond to flat cash and reductions of 20%, 40% and 60%, and also identify the funding point at which the project becomes non-viable. This will enable Science Board to advise on redistribution and optimise returns.
A separate proforma will be sent to Projects PIs shortly for completion by Tuesday 10 March 2026.
Where major changes to scope or schedule are proposed, we understand full plans may not be possible. Please work closely with colleagues in STFC National Labs departments where relevant to ensure joined-up planning and the most accurate possible estimates. As always, your STFC Programmes Directorate team will try to help with any detailed questions that may emerge.
I recognise this news comes after tough decisions on Infrastructure Fund projects before Christmas, which adds to concern. These decisions were the outcome of a structured UKRI-wide prioritisation process, which was heavily over-subscribed, informed by independent committee assessment and supported by DSIT.
We would deeply appreciate your support and input as we navigate this difficult process to ensure that public R&D investment is sustainable, delivers long-term value, and continues to underpin the UK’s world-leading research and innovation system. I hope that you can work with us to emerge from these challenges with a positive and future-proofed vision for STFC and the PPAN disciplines.

Thank you for the reference request. I'm sorry for inconveniencing you and your team, but I'm not comfortable with providing reviews for the Royal Society while Elon Musk remains a Fellow of the Royal Society. Codes of conduct need to have consequences, because if they don't, then in practice they do not exist. Organisations without working codes of conduct are not ones for which I volunteer to work for free. I believe there is more than enough evidence that he has violated the Royal Society's written code as well as its stated values, not just from his public statements and the disinformation on his social media platform, but also from the horrific consequences of his role in DOGE.
