Off to 36 CFR 7.96. Nothing here prohibits touching the water. "Bathing, swimming, or wading" is prohibited, which is consistent with practices I observed being enforced when I lived there.
Starting point: the National Mall and Memorial Parks Superintendent's Compendium, Approved June 8, 2026 Closest I can find is this, referencing 36 CFR 7.96. The only place it specifically prohibits touching the water is at the WWII Memorial.
