The risk is time, not arithmetic. The confidence vote is due by July 26. PAS (the ruling party) holds the majority and backs him unanimously, so approval is likely. But every day without a government is a day Moscow's disinformation machine gets to work with. 7/8

His record is unambiguously pro-Western. He has called out Moscow's interference in Moldova, argued that the country's future lies with Europe, and publicly thanked Ukraine's armed forces for their sacrifice. Not positioning. A paper trail going back years. 3/8

Who is Tofan? 44 years old. Managing partner at Horizon Capital, a fund invested in Ukraine and Moldova. Former chairman of Purcari, Moldova's flagship winery and one of its few genuine European export brands. Harvard Business School trained. He builds things that last. 2/8

The conclusion for Western capitals follows. No invitations, no photo-ops, no bilateral validation for Georgian Dream officials while these laws stand. Sanction the architects. Fund the groups they are strangling. Recognition is the one currency GD cannot print. 8/8

This is the most repressive regime of any EU candidate country. Hungary was bent. Georgia is broken. HRW's recommendation is explicit. Make full repeal the central criterion before any engagement, and impose EU targeted sanctions on the officials responsible. 7/8

Talking to the outside world is now treated as a crime. Former Public Defender Ucha Nanuashvili was interrogated for giving information to an OSCE expert, then forced to sign a non-disclosure agreement about his own interrogation. 5/8

The demands are concrete. Political prisoners released, repressive laws repealed, judicial and election commission independence restored under Venice Commission and ODIHR oversight. Until elections happen outside Georgian Dream's control, no recognition of the oppressor government. 7/7

Read the document's structure. It defends Georgia's sovereignty against Russian occupation while condemning Georgian Dream's rule. The isolation is not Georgia's. It belongs to the party and to Bidzina Ivanishvili. Europe has separated the country from its captors. 6/7

The evidence base spans two elections. ODIHR documented voter intimidation, pressure on public employees and broken ballot secrecy in October 2024. The October 2025 local elections added vote tampering, voter bribery, carousel voting and obstruction of opposition observers. 3/7

🇬🇪Now the Georgia contrast. Both countries applied in 2022. Moldova opened negotiations this June. Georgian Dream froze Georgia's own accession, jailed opponents and criminalized dissent. The road was open. One government walked it, the other blocked it. 9/10

Gagauzia. The autonomous region voted 94.8% against the EU in the 2024 referendum, and its leadership came from a party since banned as unconstitutional. Unlike Transnistria, Gagauzia operates under Moldovan law. Restless, not separatist. Moscow's pressure point from inside. 8/10

And Transnistria's old model is collapsing on its own. GDP down 18% in 2025. Industrial output down 30%. Russia's gas cutoff killed the subsidy that kept the Sheriff-dominated economy alive. Moldova, meanwhile, grew and now buys power from Romania. The asymmetry is brutal. 6/10

"But Transnistria?" The Cyprus precedent answers this. The EU admitted Cyprus in 2004 without control over its full territory. Moldova can join with Transnistria unresolved. The cost is no Schengen until Chișinău controls who enters via Tiraspol. 5/10

And then this None of the three are registered with the National Bank of Georgia as Virtual Asset Service Providers. NBG's VASP register lists 39 licensed firms. None of these. They operated unlicensed crypto services in Georgian free zones. For years. Who benefited? 10/12

Rapira Group In February, Elliptic identified Rapira as moving over $72 million directly to Grinex, the sanctioned Russian crypto exchange. Owner Ilias Akhaev, a UK citizen, filed for liquidation on 13 May. Two weeks before UK sanctions hit. 9/12

Aifory Pro Cash-to-crypto operations in Moscow, Dubai and Türkiye. Sent nearly $2 million to the Iranian exchange Abantether. Aifory markets virtual cards that let Russians pay for Airbnb, ChatGPT and other Western services blocked by sanctions. 8/12
