4/ That’s Evanston’s Welcoming City Ordinance, which codifies its sanctuary city status. In accordance with the municipal law, a July email reminded EPD officers not to “participate in,” “cooperate with” or “assist” federal immigration enforcement.

3/ After Parsons reported “some unruly tailing” in Rogers Park, Evanston police arranged to meet in Skokie. “It is not a City of Evanston location, so we’re not gonna get in any Welcoming Ordinance trouble,” EPD Sgt. Daniel Keeler said in a call captured by his bodycam.
