It's like even the *idea* of having to conserve or restrict water use is appalling to the West.
I've just started reading Cadillac Desert this week, and one thing that's been made immediately clear to me is that the American West was colonized under this mantra of "there's no such thing as a water demand issue, only a water supply issue."
