This BBC piece doesn't correctly capture what a s104 order is & who makes it. A s104 order doesn't allow "Holyrood ministers to change reserved laws". It allows *UK Ministers* to change the law to deal with consequences of Holyrood changing the law in a devolved area. www.bbc.co.uk/news/article...
